Urban planning concepts are usually implemented in the medium and long term. In the meantime, they are often subject to different influences. At the same time, the drafters largely lose the possibility to react to changes. In contrast to structural engineering design, urban design is therefore often associated with a certain degree of vagueness.

The aim of the study is to make statements on the design approach to the phenomenon of vagueness. To this end, German and Dutch urban planning concepts of the 1990s are examined, whose authors consciously take into account a certain degree of design-conceptual vagueness. Now mostly implemented, they allow a comparison between the underlying conceptual assumptions and their effectiveness in implementation. The work illustrates the application possibilities of the design tools used as well as their interaction with each other. The results complement and specify the existing urban design repertoire. Accompanying the process, they can support planners, authorities, investors and those affected in the assessment of urban development projects and specify their negotiation goals.
